I could just wait for everyone to rush to your defense and tell me I'm wrong. But just for you, I'll provide an article from the Wall Street Journal.

I like the part where it says no more than 25 players are allowed to join the team in the fall.

from your own source, duh.

But in some cases, teams have offered scholarships to more players than they can accommodate under those limits. This tactic, called "oversigning," helps teams by giving them more options. Alabama has signed 137 players over the past five years, for an average of 27.4 per year. It signed 32 in 2008—a class that included nine starters on this year's team, plus Heisman Trophy winner Mark Ingram. This total places Alabama among the top five nationally in oversigning

Where on God's Green Earth was anyone talking about how many players would eventually join the team in the fall?

Ok, I'm sorry. CWT can sign 28, but he can only actually have 25 of them become Bulls. Since 25 is the limit, as shown in every one of these posts, the 3 extra players are OVER the the limit. Hence the term "over" in oversigning. So to recap: you are allowed 25 players that will become members of your team, the ones you sign OVER the limit will not play football for you unless other members of the class don't qualify (or you give them the shaft). The total number of new players on scholarship that you can hand footballs to in the fall is 25 and the total number can not exceed 85.

Counting the over signed players in your recruiting, even though they CAN NOT play for you is a Kansas move. Feel free to count this as a win for yourself Bill. That brings your record to 1-life on this board, doesn't it?

Whew. Actually most of them that sign will likely become Bulls. That's why you take chances on high risk(of making entrance requirements) on very talented guys. Skippy was going the safe route by signing only guys that he knew he could get in. Stupid strategy because you never know who's gonna get serious Sr. year and make it. There have been big surprises lately. Lot of people were worried about Tice's grades last year and look at him now.

How would you calculate Turnover margin in that game? Time of possession? Shouldn't you count the game as both a win and a loss?

One thing you have to acknowledge, just by the law of Averages(not GPA) the bulk of the oversigned players will probably get in. So indeed it is likely that they CAN play for you.

Another interesting conundrum is, exactly who are the "oversigned" players? Last guy to get his FAX in? Last guy to commit(a purely mythical term)?

Um, me, in the statement that started all this ... the statement that JT confirmed. You jumped in without really comprehending what was being discussed.

So if every player on our roster graduated, quit, or transferred at the end of the year, how many players could CWT bring in on scholarship for the 2014 season?

No, Hem's statement, that was exactly correct and contradicted by you, was what started the whole diatribe.

Recruiting analysts are saying that not only will we not lose many recruits, but we are going to over-sign as well. Heard Josh Newberg stating we may take 28-30 commits.

Expecting some kids to transfer out who dropped down the depth chart.

Guess we will see in Feb.

The kids who transfer out leave room under the total 85 scholly limit. Leaving the team, to want to oversign to stay as close to the Max as possible. He said nothing about how many of the signing class would actually enroll in the fall, only how many would sign on NSD. then your misleading comment

Maybe I'm wrong but players transferring out still wouldn't allow you to bring in over 25 signees in the fall, would it?

it seems you were the one who didn't comprehend. You misled by contradicting  a statement that wasn't actually made, then JT waded in with a complete mischaracterization of the rule. As usual, the unholy triumvirate of IQ deprived sanity, raises it's ugly head. Geez GA, where are you when they need you?
