I'd like to know this as well. I'm not as into this as some of you, but I'm under the impression that all offers are "Committable". What else could they be, "contingent"?

If an offer is non committable, then it is not an offer. It's a "we might offer", but it's not an offer. I might offer to help you move. You did not offer, you just said you might.

I don't think anybody said it made sense...but that's the way it works in a lot of cases

In recruiting not much is cut and dry. Just like kids are committed to schools while still actively shopping themselves on the market. Sometimes commitments aren't really commitments and offers aren't really offers. The world of recruiting is a murky place.

Remember, any offer list is __by definition__ not official, since schools are not allowed to comment on recruits.

 

Most of the lists come from the students themselves, who may or may not be describing an actual, committable, offer.
