No its not. Go back and read about the software social media monitoring systems some schools are starting to use. It monitors a public account and has a 300 word database that alerts to communication that may violate NCAA regs. If the US government can monitor every email account in the US, surely a university can monitor the Tweets of a handful of people. Expect more as time goes on vs less.

Sorry, it is not universities' job to control tweets from the public at large.

University should have a handle on their own employees and large doners, as well as issue instructions not to contact recruits via any media to all those who contribute with season tickets or alumni association. Beyond that, I don't think it's on them to monitor twitter traffic.

I'm still confused. Why do grown men (that are not coaches working for the University) WANT teenage boys to acknowledge them on Twitter?
