i guess i am in the minority but i could careless if our team played in the ugliest uniforms on the planet.  i am a fan because they represent the school that i went to.  not because of a fashion show.

I know I'm in the minority on this one because I like that gold jersey. If it is in fact our it just needs a couple of modifications. They would be nice jerseys to wear on the road.

they might be the uniforms for the Wesley Chapel Bulls.  Its a pop warner (i think) team that has some sort of agreement with USF that they can use some logo/color scheme etc.

I don't believe there's anything about that uniform that would require the permission of USF.

They (WCB) do however need permission to use the USF TM logo they are using on the website you linked to below.
