rotation

1 championship game

2=3 semi finals

4 picks best of second round games (highest rank, most fans, best match up)

second round rotate the order of picking after bcs picks.

Sixteen teams seems a little much, in my opinion.  A matchup like N. Texas and USC would be meaningless.  Eight teams would be better, meaning they would only have to play 3 rounds for the championship.

Personally, I think 16 is perfect.  You have all the conference champs (inclusive) and five at-large teams based on BCS ranking.  The first round is played at the higher seeds home stadium.  The next three weeks incorporate some of the existing bowls.  The remaining bowls can continue as they are now.
