a lot of ivy league, is this usually their bag?  It makes sense a team located on Tampa Bay would be competitive but there are a lot of smaller schools on the water inthe Northeast who have a lot more moeny right?

Also, the USF sailing team does its work out of St. Pete Camps right?  as far as I understand it, they are their own univesity now and the whole USF thing will slowly but surely go away, what does this do for or agains that team?

USF St. Peterburg is not its own university - but they were empowered to make more decisions seperate from the Tampa campus and to go after seperate accreditation.  Some programs, including Athletics, remain under the purview of the Tampa campus.

I don't know about the whole univesity situation thing over there, it sounds like a complicated situation.  I talked to someone who is a PhD student on the Tampa campus who taught over there for a year as a visiting professor.  Her explantation was that their financial autonomy basically made them their own university.  They don't have to answer to the Tampa campus for much of anything.  She also said that it all centers around a Florida rep who wanted it to happen.  Gues his political clout increases when he has a four year universtiy in his district.  The rumor also is that the people of St. Pete college and USF St. Pete will eventually merge, thus ruining the accrediation for both schools but that is also politically motivated.  Most of the professors over there had no interest in that campus having their own financial autonomy.  The general concensus is that most of them feel Tampa let them hang out to dry.  The fact that you can still take classes at both campuses is just a sign of how slow the system moves.  Eventually that will stop and you'll begin to see that Campus move farther and farther away from Tampa campus.  One example is that they now do all the hiring and firing of their professors, their tenure track is different, basically, the business professors over there are over there, they have nothing to do with what goes on over in tampa as the tampa profs have no say so with what goes on with them st. pete profs.  Its all hearsay though and I'm not sure of the degree of accuracy of any of it.

No, because it is not an NCAA sanctioned sport.

The Women's sailing team does count towards Title IX requirements.

I believe the USF coed sailing team is actually a club sport and wouldn't count under title IX.

In 2002, then State Senator Don Sullivan was approached by his constituents in Pinellas County and asked to make some changes to the way the USF St Pete campus works.  The primary motiviation was because it was not possible for a Pinellas-based student to take all the classess he or she needed at the St. Pete campus - that meant students had to cross the bay to Tampa or Sarasota to take the classes they needed to graduate.

The campus now has greater autonomy, but the CEO reports directly to President Genshaft.

Here is the state law regarding the branch campus.

1004.33  The University of South Florida St. Petersburg.--

(1)  The St. Petersburg campus of the University of South Florida is established and shall be known as the "University of South Florida St. Petersburg."

(a)  The Legislature intends that the University of South Florida St. Petersburg be operated and maintained as a separate organizational and budget entity of the University of South Florida, and that all legislative appropriations for the University of South Florida St. Petersburg be set forth as separate line items in the annual General Appropriations Act.

(  The University of South Florida St. Petersburg shall have a Campus Board and a Campus Executive Officer.

©  As soon as possible, but no later than the effective date of this act, the President of the University of South Florida shall begin the process of application to the Commission on Colleges of the Southern Association of Colleges and Schools for separate accreditation of the University of South Florida St. Petersburg. If the application is not approved or is provisionally approved, the University of South Florida shall correct any identified deficiencies and shall continue to work for accreditation.

(2)  The Board of Trustees of the University of South Florida shall appoint to the Campus Board, from recommendations of the President of the University of South Florida, five residents of Pinellas County. If a resident of Pinellas County is appointed to the Board of Trustees of the University of South Florida, the board shall appoint that member to serve jointly as a member of the Campus Board. If more than one Pinellas County resident is appointed to the Board of Trustees, the board shall select one joint member. The Board of Trustees may reappoint a member to the Campus Board for one additional term. The Campus Board has the powers and duties provided by law, which include the authority to:

(a)  Review and approve an annual legislative budget request to be submitted to the Commissioner of Education. The Campus Executive Officer shall prepare the legislative budget request in accordance with guidelines established by the State Board of Education. This request must include items for campus operations and fixed capital outlay.

(  Approve and submit an annual operating plan and budget for review and consultation by the Board of Trustees of the University of South Florida. The campus operating budget must reflect the actual funding available to that campus from separate line-item appropriations contained in each annual General Appropriations Act, which line-item appropriations must initially reflect the funds reported to the Legislature for the University of South Florida St. Petersburg campus for fiscal year 2000-2001 and any additional funds provided in the fiscal year 2001-2002 legislative appropriation.

©  Enter into central support services contracts with the Board of Trustees of the University of South Florida for any services that the St. Petersburg campus cannot provide more economically, including payroll processing, accounting, technology, construction administration, and other desired services. However, all legal services for the campus must be provided by a central services contract with the university. The Board of Trustees of the University of South Florida and the Campus Board shall determine in a letter of agreement any allocation or sharing of student fee revenue between the University of South Florida's main campus and the St. Petersburg campus.

The Board of Trustees of the University of South Florida may lawfully delegate other powers and duties to the Campus Board for the efficient operation and improvement of the campus and for the purpose of vesting in the campus the attributes necessary to meet the requirements for separate accreditation by the Southern Association of Colleges and Schools.

(3)  The University of South Florida St. Petersburg shall be administered by a Campus Executive Officer who shall be appointed by, report directly to, and serve at the pleasure of the President of the University of South Florida. The President shall consult with the Campus Board before hiring or terminating the Campus Executive Officer. The Campus Executive Officer has authority and responsibility as provided in law, including the authority to:

(a)  Administer campus operations within the annual operating budget as approved by the Campus Board.

(  Recommend to the Campus Board an annual legislative budget request that includes funding for campus operations and fixed capital outlay.

©  Recommend to the Campus Board an annual campus operating budget.

(d)  Recommend to the Campus Board appropriate services and terms and conditions to be included in annual central support services contracts.

(e)  Carry out any additional responsibilities assigned or delegated by the President of the University of South Florida for the efficient operation and improvement of the campus, especially any authority necessary for the purpose of vesting in the campus attributes necessary to meet the requirements for separate accreditation.

(4)  Students enrolled at the University of South Florida, including those enrolled at a branch campus, have the same rights and obligations as provided by law, policy, or rule adopted by the University of South Florida, the Florida Department of Education, or other lawful entity. The University of South Florida shall provide a comprehensive and coordinated system of student registration so that a student enrolled at any campus of the University of South Florida has the ability to register for courses at any other campus of the University of South Florida.

(5)  The following entities are not affected by this section and remain under the administrative control of the University of South Florida:

(a)  The University of South Florida College of Marine Science, which is a component college of the main campus.

(  The Florida Institute of Oceanography, which is a Type One Institute.

hmmmmmmm, separate money, separate accredidation separate everything, I did notice they kept one of their pride and joys the Marince Science College from what Iunderstand is very highly ranked nationally.  Seems like they are there own entity to me, with the one exception being they share a common president, other than that they don't have anything in common really.
