I figured Jay was slang for Joint so a Jay Hawk was a pot head that just Hawked other people's Jays.

It's funny you posted that pic of White Owl (strange old guy always seen dancing around Lawrence).  Definitely not a druggie, but he is very eccentric and a tad controversial. Here's an interesting article about him and his former fiancee, a 22 year old student:

The Origins of Jayhawk:

The Jayhawk is a cross between two common birds -- the noisy blue jay and the quiet sparrow hawk. The term came to prominence just before the Civil War, in Bleeding Kansas, where it was adopted by militant abolitionist groups known as Jayhawkers. With the admission of Kansas as a free state in 1861, Jayhawker became synonymous with the people of Kansas. The Jayhawk appears in several Kansas cheers, most notably, the "Rock Chalk, Jayhawk" chant in unison before and during games.

Jayhawks were anti-slavery/pro-Union militia who lived in Kansas during the Civil War, and they had a nasty habit of slaughtering Confederacy supporters.

Anti-Confederacy, pro-Union people?  Except for playing the Bulls, the Jayhawks sound like my kind of people.  After we put a spanking on you Jayhawks, could you stop by that huge rebel flag in Pasco Country and burn it down?  Thanks.

I second that burn it down  :) but its not in pasco county but in hillsborough county of  I4 before 275
