Yes, Jim.  There is nothing, NOTHING, that pisses me off more than seeing people make noise (clap, cheer, scream) while USF is on offense.

The guy that starts it isn't paying attention to the game.  As he is trying to start it, his back is to the field, and then his eyes are looking at the next section over to make sure people are following suit.   

No thanks on the wave.  You can take thunderstix with it.  Just give me a football game and I'll be Ok.

I wish more people were in the stadium when the game actually started!!! That is the perfect time to do a wave. Sadly, people don't get into the stadium until halfway through the first quarter.

My only stipulation is to do the wave when there is no action on the field...

That's great, in theory, but it takes a while to get it going and can never be confined to just non-action times.

Like JoeB said, the ones starting the wave are NOT paying attemtion to the game because they are strictly focused on the crowd and getting it going ..... Stadium security should be instructed to escort anyone trying to start the Wave, in a non-blowout game, to the exit.... after tasering them.
