The schools with historical penalties are the ones who really have to look out.  They are receiving public notice this year.  If they do not show the "improvement plus" next year they begin to lose additional scholarships.  The year after that they begin to lose practice time, and if they are still there after on a 4th year, they will not be eligible for NCAA post season tournaments (including conference tournaments) and reductions in NCAA athletic payments.

The schools who may lose scholarships in these areas next year are San  Jose State University is Soccer and Football, and the University of Buffalo, in football.
