The BCS actually.  When the BCS was created, there were six "Automatic Qualifying" conferences: ACC, Big East, Big Ten, Big 12, SEC, and PAC 12.  (Which is how an 8-5 U Conn made it to the Fiesta Bowl).   The "non-AQ" conferences were raising holy hell and forced the BCS to add another bowl games and give a  slot for the highest ranked "non-AQ" team -- which is how Boise State made the Fiesta Bowl.  The AQ conferences each got $17 million, while the non-AQs (WAC, MWC, Sun Belt, C-USA, etc) all SPLIT $18 million.

When the Big East imploded and the new College Football Playoff was created, the five remaining Automatic Qualifying conferences continued to get a larger share of the money.... but the CFP also provided the other conferences with a share of money.  This lead to the media calling them the "Power 5".

Finally,the NCAA created "autonomy" for these conferences, letting them make their own rules for some areas - and allowed other conferences to follow.  The American has the same policies as the "Power 5" on those areas.  Things like providing "full cost of attendance" scholarships or the "nutrition stations" .

 Basically USF just needs to win & win big. Conferences won’t matter as I’m sure there will be many conferences calling USF if they start winning consistently.

Technically the media made up the P5 term, but it was given to the Autonomous 5 that was labeled by the NCAA
