Here we go. Finally found the solution. The stadium in Germany used for NFL.

The cost to insure a roof over the stadium would bankrupt USF.

I think it is the $30 million mentioned. Surrendering an asset that is no longer needed, the think the price was worked out in advance.

I assumed there would be original costs and/or maintenance costs over time.
