Not officially... this does allow USF to close the loan with Truist.  But there will still be a lot of technical things ... the BOT has to approve the final cost, and might need to formally approve moving money around for the $140M.  Plus USF plans to use $31M in Capital Improvement Trust Fund, in five different installments - each of which require a USF committee, then BOT, BOG, and Florida Legislature approval.

True story.  I went to the USF game there one year.  Waiting in line for the restroom (which they don't have nearly enough of), a bolt came flying down from somewhere in the upper deck and landed about a foot away.  I and a few others were very close to serious injury.
