Has attendance dwindled for NFL or is it just college?

Ten years ago I thought 40k would be good for and OCS. Since then college football attendance has been declining, and USFs draw has declined as well. 35k is plenty. 
 

If we ever become a winning program again, the scarcity might increase the perceived demand. 

Even without consistent winning the fear of potential scarcity may force some to hold on to tickets they otherwise would let go, because the second the magic returns, there will be a run on the best seats and with only 35k available (likely only 27k to 30k when accounting for student tickets) the premium seats will be harder to come by.

That's what I figured, Jim.

So we'd probably need to diagnose the cause for college football attendance shrinking.  It seems like more the product than the performance.  Too many teams?  P5/G5 separation?  NIL, Transfer portal?  Conference changes? Silly playoffs?  Since it seems there's really no one guiding CFB anymore (other than the SEC and Big10), I would think it could worsen.  It's not a "televised football in general" situation, i.e. why go to the stadium if it is on TV as some have suggested, it's a college football situation that needs attention.  Seems like USF can rise above to a certain level, but overall CFB is being damaged for a majority of programs.

From what I read TV viewership and merchandising sales for CFB are up.

I think with college football, the core fans are those who actually went to the school or are from that specific small college town where there are no NFL teams. Whereas with the NFL, you pretty much will root for the team of the city you currently live in or it will be based on a particular player if it's not a team you grew up watching.  I use to be a big Hakeem Olajuan fan and would watch the Houston Rockets games as much as my beloved Miami Heat b/c of one player. I have a buddy who is a big New England fan, but he started watching Bucs football just because of his love for Tom Brady.  The NFL/NBA has more fans that aren't associated with a college at all.

I believe the NIL deals, transfer portal, and college football playoffs have created further division  in g5, independent, and power 5 football. The smaller teams cannot compete with the NIL DEAL and the transfer portal is used to lure top talent from g5 schools. The smaller teams do not have as as good as chance to compete, pull off an upset, and it is driving the fans away from these programs. Also older college football fans and former players  are not are interested even because of the NIL DEALs and transfer portal rules.
