I fully imagine the other p5 conferences will follow what the acc is doing and schedule only p5 teams for ooc.

I imagine that some of the smaller programs will drop football if they can't get the pay for play games. I believe the paychecks earned in some of these games were an important source of revenue for some of the programs.

MHver3 is suggesting that if Big12 expands to 16, the Big12 can command up  to 50 million per school. Also suggests that 2 school in AZ is rethinking their Conference:

Besides winning and seeking out more donors...

What could USF do to make themselves more attractive to the BIG12?

Spend more money in Athletics? Raise tuition contribution fees (i don't want that)?

Advertising? Special-deals with businesses to distribute tickets? Bully other AAC schools?

No one knows what private conversations have been happening, but any time you ask any coach or athletic administrator, they say the same thing. Things like "we need to take care of ourselves" "we need to right the ship" "we need to get back to winning". At the minimum, I imagine we need to get back to averaging >45k in the stands, and getting to and winning bowl games.

Other things that will help include continuing to win academically, winning in non-football sports, and demonstrating some upgrade in terms of donations/facilities/etc.

Winning is important not just for the sake of winning, but because of the trickle down effects.  More wins equals more attendance, ticket & merch sales, donations.  That will have not only a positive impact on football, but on all the other sports and the perception of athletics as a whole.  I think the things you mentioned are drops in the bucket compared to what getting back to posting winning seasons would do.  It's the only shot at this point, and a long shot at that.
