There should be a premier league of the top 40. 4 divisions of 10 teams each. Last place team team from each division gets relegated.

The lower league could have 4 corresponding divisions with 18 teams each, where every year the winner of each lower division gets promoted to replace the worst team in each division of the premier league.

This would save college football. It made soccer the most popular sport in the world.
