Here is what I do believe will end up happening. Basically there will be a committee set up for the football teams to set up the schedules  each season. I believe they will base it on rankings from previous seasons. It will be kind of like how the soccer leagues operate where the top teams play each other while the lower teams play each other. This will have flexibility for teams to move up or down the competition levels.

Here is what I would like to see which includes relegation and promotion so every team has some hope they can move up.

5 "Platinum" conferences (P5) of 14 teams each = 70 teams.  5 "Gold" conferences (G5) of 12 teams each = 60 teams.  That's 130 teams total in FBS.  The G conferences can always bring up teams from FCS but can't be more than 14 teams themselves.

Each P conference would be partnered/affiliated with a G conference for relegation and promotion purposes. Each conference would play a 9-game conference schedule where they can book 3 OOC games each season well into the future.  Each season based on an overall schedule record (prior to any bowl games/CFP) with awarded points (3 for conference wins, 2 for OOC wins and 1 for FCS wins, 1 team would be relegated from each P conference to their partnered G conference (5 teams total) and in turn 1 team would be promoted from each G conference.   This would truly provide hope (and fan interest) that a team could move up in the next few years.

In the past, this may have looked like this for some sense of regionality: 

B1G / MAC

SEC / AAC

PAC / MWC

ACC / SBC

B12 / CUSA

Have the NFL run their own farm systems?  College Football should not exist for the sake of developing and feeding the NFL players.  It should be in the business of education.  Players that receive education should not have receiving money as reason for going to college.  I went to USF. I made a decision and stuck with it.  I paid USF.  I also wanted money for food.  I got a job at a bank.  I couldn't spend my time lifting weights or marching with the Communist Youth Brigade.  It's the way things go.  I played little football but received my degree from a future AAU school - the product that supports the school's reason for existence.

I had to work full time through USF also.  Missed out on a lot of stuff but it is what it is.  It worked out in the end.

You are right on what you are saying but it will need to fully implode first.  I've noticed that there are few leaders left that want to fix anything structurally in any org public or private.  It has to fail first, then everyone will act surprised.

Of course, they didn't have football back then. Probably gave you a tablet and a chisel for doing your assignments.

100%. Nobody watches MiLB, nor G-League basketball. The second college football becomes a pseudo minor NFL league, all the luster is gone. College Football is so addictive because of the history, the new and old rivalries, the regionality, the different styles of play nationwide, the full blown hate. Becoming an NFL-lite will ruin all of that. Keep it college. Keep it unique. Keep it fanatical. 

Also do not forget to show up, support, and donate to USF and the FAC. :)
