Sure if the media partners agree it will work.  The B12 unanimously voted the new PAC12 members full shares because it was in the best interest of the conference to kill off the PAC.  When the 4 G5's agreed to 2 years of 1/2 shares and then full shares thereafter they didn't have anywhere close to the same leverage as there was a good chance that this might have been the last G5 to P5 life boat.  There was no B12 added media dollars for the first 2 years as they did not have a pro rata clause.  The reason the deal worked without eroding the current members payout for the first two years was because the buyout money provided enough money to pay the new members without the existing members having to give up anything

the buyout doesn't come close to covering  the 4 pac schools and the 4 others.

why couldn't the aac do the same with their buyout money from houston, cincy, etc.?

While there are not that many good options left; I think most would agree ( looking at a whole lot of metrics of numbers including attendance, accomplishments on the field,...) that Appalachian State, Army, Boise State, San Diego State,... are much more attractive conference mates, then North Texas, Rice, and Charlotte.  And yes I would call them quality teams who go to bowl games, are ranked, and bring a lot more value to the table.

I think the realization that the window is about to close is the main driver behind an OCS. Unfortunately, the complacency of our leadership to react and grow over the past 14 years has placed us in an untenable position. I fear that the stadium will be an albatross that financially weighs heavily on the athletics department for the next generation or two. Too little, too late.

USF's window of opportunity to not get left out is just about closed. We have about 12 years to make the CFP a few times and win a few games in the playoff in order to be considered. A very tall order when you factor in that the G5 teams are essentially all competing for 1, maybe 2, playoff spots each season. 

most of the ACC and all of the big 16 will be left out also.

Heck fsu was publicly begging sec or big 18 to throw them a lifeline.

I think the magic number is probably 27 in each conference. Each team plays each team in its division and then plays 2 games against each of the other divisions. The media partners will want to have a big enough playoff to justify 4 rounds.

they won't want to split the pie that much. the NFL would have 54 teams if it made financial sense.

there is a reason why  major pro sports leagues have between 30-32 teams
