A merger would mean ALL join together. That makes no sense financially. Breaking up and forming a new conference with teams from each also makes no sense financially. So the two most likely scenarios 

1. Both remain as they are or add G5 schools

2. One or the other poaches 2-4 from the other.

I doubt the difference in money between the two will be enough for any school leaving one for the other. So scenario #1 is most likely once it’s all done

Most mergers eventually consist of the culling of the perceived dead weight.

Yes it will be the top teams joining together and will still carry the PAC 10 name

Let me know when was the last time two leagues merged and anyone was thrown out? In the current situation no one in those two leagues will form a new league and take the chance of losing P5 status.

The only time I'm aware of a conference merger is the SWC and the Big 8 in 94. The Big 8 kept all their members and only took Texas, Texas A&M, Baylor, and Tech from the SWC.

Arkansas jumped to the SEC and TCU, Rice, SMU, and Houston we're all left behind.

I think the question is when is the last time two leagues merged and no one was thrown out

Correct and that’s before the current Power conferences status where those five conferences have been granted rights including financial rewards. It was the reason no one in Big12 was going to disband and join AAC. The so called deadweights are needed because they are the glue that keeps conference alive.

Lets say best 4-6 in each join in PAC and kick out Washington State and Oregon State which of course they can’t because those schools would sue the conference because they have no real cause to kick them out. You now have a league with schools more likely to be raided by SEC and BigTen in future making it even more unstable.

In fact is the fact that Oregon and Washington are the most likely to be taken that makes the PAC more unstable. The Big12 with really no team that is valuable enough to be raided is what makes it more stable.

And even in your case ONE conference kept all its members and raided the other. The Big8 didn’t throw out it’s dead weight

Legally it comes down to how many teams from a conference can leave before it is automatically dissolved.

Correct but that what was being proposed by some earlier posters was the PAC adding some Big12 schools and throwing out some PAC schools or the other way around. The chances of that happening is zero
