Yes, but in this case it would be based on results on the field.  So if Duke wanted a larger share, it would invest in it's program the way FSU and Clemson have.  At least, that was the theory.

The Big 12 allowed universities to keep their "Tier 3" rights (mostly Olympic sports, but some others as well).  That allowed Texas to start their own  network, but other teams made money... WVU was getting something like $10 million for their Tier III -- not entirely sure how.

It's interesting.  I guess all of that would depend on what they mean by investments and results.  FSU has been a total stinker in recent years.  I know all they care about is brand recognition though for ad revenue, which is why this is all stupid.
