I think what we end up with is 4 Super-Conferences but only 2 of them are super.

The SEC and Big20 round themselves out with Miami, FSU, Notre Dame, Washington, Oregon, Clemson, and one or two others.  Maybe even kick out a Mizzou or some po-dunk non TV contributor to the curb.  

Then an East Coast and a West Coast catch-all.  Hopefully they make it regional to create some rivalry.  The eastern and midwest factions of the ACC/Big 12 (West Virginia, UCF, USF?, etc) would hopefully form the East faction and then the Arizona schools, California schools, Colorado (and Colorado State), and the tornado alley schools form the West faction.

Some formerly "safe" schools like Georgia Tech or Baylor now get to look up at what USF has been looking up at in the ACC.  Not great for football in a power sense.  It wouldn't be terrible though if a 16 team playoff emerged and these Power2 schools got a few seats (3-4) at the table with 11-1 and 10-2 records.  Who knows.

If there was ever a time for USF to announce an on-campus stadium it would be in the next week or two.

What the Power2 East/West conferences should theoretically look like:

A handful of Florida lawmakers are the reason why UCF on the way to the Big 12.  They forced USF to stop blocking entrance to the Big East... don't dismiss the ability of lawmakers to interfere with what public institutions do.  (Also sixty years ago lawmakers forced Florida to start playing Florida State)

I just don’t see them blocking their best state school from going to a super conference to preserve a rivalry in a conference destined for ruins.  Your other two examples were small potatoes, this is serious money we are talking about, I am dismissing them.

You'll have to connect those dots for me in regards to UCF to the big 12 or did you mean AAC?

60 years ago there was no TV money to sway fans --> politicians.
