Considering the network of Harlan and Genshaft, there is no way this letter is the only contact. It would be too ridiculous to believe.

This does not read like "hey" here is the other info you asked for.  The first page very much looks like an introductory letter of interest.

I agree, but that maybe the point. We just don't know.

I don't think this is anywhere near the first encounter. This could be nothing more then a logistical part of what every program has to send to the B12 for a face to face meeting to be granted.
