It appears he did fool the author, the whole ceremony is a sham.  PWO just means he does not need to tryout with the rest of the walk ons, he essentially made the team

I didn't catch the writer's name but maybe it was Les Nessman who's just not that familiar with sports ...

A little googling does show that pwo's do at times have a "signing" ceremony to celebrate the fact that they have made the team .... can't say I blame them too much.

I can’t either, making the team in college is more than I ever did.  Whatever he signed on that date  was theater and did not lock him in to a commitment so he is able to go as he pleases without any penalty.
