I double checked,  The FHSAA rule is the same.  You can finish the batter once you reach your limit, but then you have to come out and rest a week.   It's the school's job to keep up with it.   It's definitely a loosely enforced rule, but at least it is a guideline to try and protect the high school pitchers.
