If the sole purpose of the meeting was to vote on expansion, and decide the candidates to choose from if they did expand, then I don't think it would require that long of a meeting. Especially since its not like this is the first time talking about this. The meeting may have been a few brief notes, and vote, then deuces. I don't think there is a takeaway from the length of the meeting
