No you can't, but it is pretty common practice to call a time out, and scream at the refs until they review it. Typically they will review the play if you do this.

They can't. College football should play with the same rules as the NFL.

If that were the case we don't lose to Rutgers in '07. Used to be whether the stadium supported it though,.
