It seems that you are assuming that an OCS will increase attendance.  It's been proven that this is not the case.

I think what trip is saying, is that an IPF is more important because then you can have practice when there is weather that would typically cancel practice. Therefore, cutting down on the cramping.

That may be, but there is evidence that having an OCS does not boost attendance,
