White is the best option right now. Bench isn't too far behind but flowers should be moved to rb or WR. He doesn't have it to be a QB at this level

This season should be about developing players for next season - I am not sure Flowers is ready to even "grow" into the role yet. But in general as awful as this team is the evaluation shouldn't be solely based on who gives us best chance to win.
