Instead of using ACTUAL research numbers to quantify a university, it chose to use research "reputation" for both global and regional scores.

If ACTUAL research dollars awarded [Federal, State, and private] were used, USF would be ranked much better.

Even if they wanted to use "research reputation" as a factor, they shouldn't have totally ignored the actual research dollars, in coming up with a ranking.
